Your city's data stays in Morocco

Street lighting, urban networks, energy use: a municipality's data describes its infrastructure. UrbiSense hosts its platforms and its customers' data in Morocco, under Moroccan law, in line with the national strategy and the cybersecurity framework.

A national priority: Digital Morocco 2030

Launched in 2024, the Digital Morocco 2030 strategy makes digital technology a lever for modernising the State, for employment and for growth. It relies on a diversified cloud designed to respect national sovereignty and meet international standards, and on the digitalisation of public services.

A legal framework that protects sensitive data

Law No. 05-20 on cybersecurity (2020) and Decree No. 2-21-406 (2021)

Security rules for State administrations, local authorities, public bodies and infrastructures of vital importance: security officer, incident reporting, continuity plans, audits. Sensitive data must be hosted on national territory.

Decree No. 2-24-921 on the use of cloud providers

Governs how these entities use cloud services. It sets two qualification levels; level 2, for sensitive data, requires companies under Moroccan law, infrastructure on national territory and protection from foreign extraterritorial laws.

DGSSI cloud provider qualification referential (2025)

Requires in particular encryption in transit and at rest, multi-factor authentication, controlled physical access, annual risk analysis, continuity plans and transparency on subcontracting.

Personal data: Law 09-08 and the CNDP

Law No. 09-08 protects individuals with regard to the processing of their personal data. It is overseen by the CNDP (Commission Nationale de contrôle de la protection des Données à caractère Personnel), which receives declarations and grants authorisations for processing, and guarantees the rights of access, rectification and objection. UrbiSense applies these principles to the data processed in its platforms: see our data protection page.

Infrastructure gaining momentum

Morocco is building up its national data center and cloud capacity, with the aim of a trusted cloud that respects national sovereignty. This framework makes it possible to host municipal data in Morocco, with national operators.
